What do prisons do when they have spare cell?

What do you do if you have spare rooms in your house?  Rent it out?
Well, it is possible.

How about prisons, if they have spare cells?  What do they do?
The Netherlands has a record low number of inmates at prisons.  As a result, the have many unused cells.

WIth that good problem, they got creative and maximised the space; they rented out their prison cells to neighbours Norway and Belgium; turned some into gymnasiums and some were even converted to house families.
